Why are sex-linked genes expressed differently in different cells of a female body?

A.Different cells inherit different genes.
B.One of the two X chromosomes is inactivated at random in each cell.
C.Males do not have a functioning X chromosome after they are inactivated.
D.Sex-linked genes are expressed differently in males than in females.
can someone give me the answer and explain it?

The reason why is kind of hard to explain:

Basically, since cells in male organisms only have one X chromosome, each X chromosome must be able to produce an adequate amount of products (proteins, pigment, etc) for a cell to function properly. Since females have two X chromosomes, they would normally produce twice as much as is necessary. In some cases, this overproduction can be harmful. Thus, one of the X chromosomes will "shut down" and turn into what is call a Barr Body.

With one of the chromosomes turned off, the remaining X chromosome will express its trait within that cell, regardless of dominance. Since the decision of which chromosome turns into a Barr Body is random, the female will have different cells expressing different genes.
